ADA Public Notice
In accordance with Title II of the ADA, the County of Sacramento provides individuals with disabilities reasonable modification to its policies, practices, and procedures to access government programs, facilities and activities, unless the requested modification would fundamentally alter the nature of the service, program, or activity. The County provides these modifications as quickly and easily as possible.
Reasonable Modification:
Is a change or exception to a policy, practice, or procedure, allowing a person with a disability equal access to County programs, services, and activities. Modification requests must always relate to an individual's specific limitation caused by the disability and does not require medical documentation or diagnosis to justify a request, but must provide an explanation about how the disability relates to a modification request.
Examples:
- Modifying a “no pet" policy in order to allow individuals with service and support animals to enter the premises with their animals so that the person may enjoy the services and programs offered.
- Allowing a person using an electric wheelchair or other mobility device to access areas where electric vehicles are banned.
- Allowing someone extra time to complete an employment exam.
- Assisting someone with a cognitive disability in understanding and filling out a form to receive benefits.
Fundamental Alteration:
Is when the modification is so significant would change the essential nature of the program or service and is not “reasonable" or required. The determination of reasonableness requires a fact-specific, individualized analysis.
