T.H.R.I.V.E Summit October 15, 2025
What is the T.H.R.I.V.E. Summit?
Building upon the momentum of the 2023 Racial Equity Summit, the Sac County T.H.R.I.V.E. Summit is a biennial event rooted in the County's core purpose “Enriching Communities to Thrive" where we engage residents, community leaders, and organizations serving our most vulnerable communities to recast our vision for advancing racial equity; acknowledge past harms and recognize what is needed to repair; highlight progress and the work that must continue; and recommit with intention through the following tenets:
- T – transparency and trust building
- H – hearing and honoring all perspectives
- R - respect
- I – innovating equity
- V – valuing diversity and inclusion
- E – empowering allies, advocates, and accomplices
This year's theme was "Breaking Barriers, Building Bridges," Because community-based organizations (CBOs) are the backbone for delivering much needed support and services to improve the social health and well-being of our residents and are often boots-on-the-ground, in times of crisis, responding to the needs of our most vulnerable communities, the Community Engagement Mixer served as an opportunity for CBOs to showcase the services they provided and network to create synergistic opportunities with other CBOs and County Departments.

#IThriveWhen Campaign
The #IThriveWhen campaign was an important aspect of the 2025 T.H.R.I.V.E. Summit & Community Engagement Mixer because we got to hear from attendees. They checked out the AudioBook station at the event to share a 30-second voice recording explaining what they needed to flourish, grow in every area of life (mentally, physically, spiritually), and experience a state of well-being, and good success. They considered what this might have looked like for them personally and/or professionally.
As a part of this campaign, their recorded testimonials were featured on County social media, as well as at the T.H.R.I.V.E. Summit event. Their transparency and candor regarding the environment and conditions that needed to be true to enable them to thrive were used over time to help inform county initiatives, resource allocation, policy development, etc. The inspiration for this campaign was to encourage authentic, personal stories that amplified the voices, diverse needs and aspirations of the people who live, work, and play in the County of Sacramento.

DEI Cabinet Development Day with Pure Jeanius Consulting
April 25, 2025
The Sacramento County DEI Cabinet was joined by April Jean from Pure Jeanius Consulting for an equity centered day of team building and leadership reflection. Cabinet members were able to collaborate on shared agreements, engage in meaningful conversations surrounding equity leadership, and determine their roles in driving organizational change. Development and capacity building is critical preparation for the Cabinet's next phase: supporting the development of a Community-Driven Racial Equity Committee. Focusing now on strengthening each member's capacity and alignment will help ensure the Cabinet has the necessary infrastructure in place to engage meaningfully with community members and further enhance the impact of their work.
The DEI Cabinet will continue to partner with Pure Jeanius Consulting and Race Forward to hold further development days with the goal of developing a Capacity Building Plan, which will work in tandem with the existing Racial Equity Action Plan.
2024 GARE Membership Meeting at Facing Race Conference Cohort

Race Forward and the Government Alliance on Race and Equity (GARE) are two powerful organizations that merged to increase capacity for the work they do to dismantle structural racism, transform institutions, and advance racial equity in government. Today, their network includes 11,000+ public stewards, or racial equity practitioners working in 400+ local, regional, and state jurisdictions. The DEI Cabinet the Health & Racial Equity Unit represented a 10-person cohort to St. Louis for the 3-day event to take advantage of unprecedented access to resources, information, and collaborative opportunities geared toward advancing racial equity for all. The theme “Our Power Our Solutions” emphasized the criticality of building community with shared power.
Sacramento State Human Resources Capstone Class
November 19, 2024
Sacramento County Department of Personnel Services and Sacramento State College of Business engaged in a collaborative Human Resources capstone project. The richness of cross-generational learning and problem-solving together was mutually beneficial and an absolute pleasure.
Students were introduced to key members of the Department of Personnel Services and the Office of Diversity, Equity, and Inclusion. They learned the ins and outs of the County and its services and heard first-hand experiences of some of our team's professional journeys.
Capstone Challenge
Students were presented with the challenge to recommend a DEI learning journey that empowered employees to act through a framework of common language, common knowledge, and level appropriate, competency building curriculum.
The HR Capstone class offered four distinct, insightful, and innovative recommendations that will be leveraged by the Office of DEI and other County Departments to address our Employee pillar within the County of Sacramento’s DEI Action Plan.
